Bulk pickup versus a dumpster. What Emerson collects at the curb: Household furniture: no more than 4 items at the curb per collection; carpet cut into 4-ft lengths, rolled and tied; small amounts of lumber/construction debris allowed: no more than two 32-gallon cans of construction waste, each under 50 lbs; bulky metal/appliances placed at normal curbside pickup point. That works for a couch. A whole garage, a roof or a renovation is a container job.
Permit conditions: no construction dumpster within 10 ft of the property line or an abutting dwelling; permit displayed weather-proof on the dumpster; dumpster covered at night and when not in active use; fine up to $500 and/or 90 days.

Yes. Emerson is one of the towns that requires a permit even for a container on your own driveway ($100), issued by the Building Department. Street placement needs the same permit plus police or road-department approval. We deal with this every week; tell us the address and we'll tell you what to file and where.
